Barack and Michelle Obama have spent more than a thousand days on display before the nation’s eyes, but the personal changes they have undergone can be hard to detect.
Up close, though, those who know the Obamas say they can see an accumulation of small shifts in the president and the first lady since they walked the inaugural parade route four years ago. The man who wanted to change the nature of Washington now warns job candidates that it is hard to get anything done there. Not so long ago, he told others that he did not need a presidential library, a tribute to himself costing hundreds of millions of dollars. Now a former aide, Susan Sher, is quietly eyeing possibilities for him in Chicago.
The first lady who wanted to forge connections with her new city found that even viewing the cherry blossoms required a hat, sunglasses and wheedling the Secret Service. In a demonstration of how difficult it can be for any president or first lady to sustain relationships, Mrs. Obama stopped taking on girls in a mentorship programme she founded because of concerns that other teenagers would envy the lucky advisees, according to an aide.
The Obamas have gained and lost in their four years in the White House, becoming seasoned professionals instead of newcomers, more conventional, with a contracted sense of possibility. They are steady characters, not given to serial self-reinvention. Yet in interviews, current and former White House and campaign aides, donors and friends from Chicago said they could see how the president and the first lady had been affected by their roles.
Mr. Obama never wanted to be an ordinary politician — there was a time when Mrs. Obama could barely use that noun to describe her husband — and his advisers resist the idea that he has succumbed to standard Washington practice. Some donors and aides give an “if only” laugh at the idea that the couple now follows political ritual more closely: this is a president who still has not had Bill and Hillary Rodham Clinton to dinner but holds lunches to discuss moral philosophy with the fellow Nobel laureate Elie Wiesel.
Still, others say the Obamas have become more relaxed schmoozers, more at ease with the porous line between the political and social, more willing to reveal themselves. They have recently begun inviting more outsiders into their private living quarters, including Mr. Kushner, Steven Spielberg and Daniel Day-Lewis at the “Lincoln” dinner. At a dinner in late November to thank top campaign fund-raisers, the first couple was like a bride and groom, bantering and traveling from table to table to accept congratulations and good wishes for the years ahead, making sly jokes that guests would not repeat for publication.
What Mr. Obama wants to achieve this term is pretty clear: a fiscal deal and overhauls of gun and immigration laws, steps to address climate change and less restrictive voter identification laws. But what Mrs. Obama wants is more of a mystery. Mrs. Obama cannot wait too long to set out on a new course: the Obamas will soon have more time behind them in the White House than in front of them. The rituals they introduced are now matters of tradition instead of innovation.
Mr. Obama’s entire career has been about getting to the next stage: if he could only become a lawyer, and then a public official, and then a United States senator, and then president, he could create real change. But soon there will be no higher job to reach for, and aides say there is an all-business quality to the Obamas now, a contrast with the sense of possibility that hung over the first inauguration.
Early in the presidency, Mr. Obama would sometimes spend hours polishing ceremonial speeches, like one for Abraham Lincoln’s bicentennial; now, the president has a more finely honed sense of how to use his precious time, said Adam Frankel, a former speechwriter. A SUPREME GOD {an invisible being in the sky or anywhere else} can’t truly become human even if he wanted to, because all humans are limited, all are corrupt & none can be all powerful {because if they were not corrupt and could be all powerful then they too would all be SUPREME GODS} , so if a SUPREME GOD was to somehow become man he would have to stay a man forever, because being that man is corrupt and not all powerful he would not have the power to return to being a SUPREME GOD and even if he could return to his prior status he would return as a SUPREME GOD of corruption.

NATURE has taught me that any religion that teaches me that god looks like them and the devil looks like I do, I will forever be a slave to that religion/race.

NATURE has taught me that the time has come for the AFRICAN to wipe from their minds the worship of foreign gods, messiahs, holy-men, holy-books, and religion; the time is now to crate, rediscover, and emulate these things for your own if you think that you need these things to function in your life; if other races can do it so can you.
NATURE has taught me to tell you to read the “Pyramid Texts or “The book of the Dead” if you must read a religious book, these African religious writings are the oldest religious writings in the world thousands of years older than the bible or the Quran.

Militants driving a smashed SUV and motorbikes threw an Improvised Explosive Device (IED) at the convoy of the The Emir of Kano, Ado Bayero, and then shot at his official vehicle, killing his driver and three of his guards, according to a military source.
The attack took place near the Hockey Field on Zoo Road by Total Gasoline station while the Emir was returning from the launching of an Islamic school at Mussalaci Murtala.
The Emir was unhurt in the attack and has since been moved to an undisclosed location.
Some residents in the area said Nigerian troops of the Joint Task Force later took over the scene of the attack while firing shots.
JTF spokesperson in Kano, Captain Ikedichi Iweha said he was still trying to get the full details of the attack, asking to speak with Saharareporters as soon as official incident report becomes available.

Counterfeit Naira Printed In Australia During Soludo’s Era At The Central Bank Of Nigeria

The police in Australia have been told how the Nigerian currency notes, the naira, were  printed illegally by a firm in that country during the era of Prof. Chukwuma Soludo as  the Central Bank Governor. Soludo was replaced last year by Lamido Sanusi.
An Australian newspaper, The Age, reports that three former workers at The Reserve Bank  of Australia’s currency firm, Securency, told the police that the firm produced millions  of partly made Nigerian banknotes without authorisation from the Nigerian authorities, a  practice former staff of the firm described as effective counterfeiting.
The newspaper reports that the Australian Federal Police, AFP, have been investigating  Securency for the past 17 months over its alleged bribery of foreign officials, including  Nigerian and Vietnamese officials, to win contracts in these countries.
The Australian Federal Police were told by three former staff members that the RBA  company produced banknote substrate – the unique base material used to make banknotes -  belonging to at least three countries, including Nigeria and Vietnam, without formal  orders from their central banks.
Government sources have said that among the potentially explosive evidence uncovered by  the AFP are documents suggesting a senior trade official engaged in highly unethical  behaviour to help win Securency contracts overseas.
Ministers, including Treasurer Wayne Swan, and RBA governor Glenn Stevens have repeatedly  refused to comment on the scandal. Securency’s board is chaired by an assistant bank  governor.
The AFP has been told by former Securency employees that the unauthorised banknote  substrate was stored at the company’s Craigieburn headquarters or off-site – including at  a facility with poor security – in the hope that it would eventually be ordered.
Three former Securency employees aware of the practice, and who have all given statements  or been debriefed by the AFP, said the practice was highly improper but was done so the  company could falsely claim it was meeting production and sales targets.
When P.M.NEWS contacted the Coporate Affairs Head of Central Bank of Nigeria, Mohammed  Abdullahi, this morning, he said “it was impossible,” adding that the report “is sheer  balderdash.” He declined to speak further.
Due to fears of counterfeiting and currency manipulation, firms that make banknotes can  usually only do so after receiving an order from a central bank.
The unauthorised substrate production also suggests that the senior company executives  who ordered it did so because they may have been aware of corrupt back-room deals struck  with foreign officials who had promised to make future orders.
In an AFP witness statement, one of the former employees stated that they had been told  by Securency managers that doing an unauthorised print run ”would constitute  counterfeiting”.
Despite this, the witness said that they were told in 2008 to begin the unauthorised  Nigerian substrate production using an expired production order number.
The AFP statement says: ”Substrate was never produced without a valid customer order.  However, on one occasion during August or September 2008, production received a direction  from (chief executive) Myles Curtis to produce substrate for Nigerian currency, the 20  naira denomination, in the absence of a customer order.”
The employee said that staff protested several times about doing the unauthorised print  run on the basis that it was highly unethical and potentially illegal. But they said that  Securency management told them that ”the production would go ahead regardless”.
In the police statement, the witness says they believed that the unauthorised print run  was ordered so the firm’s board – which includes senior RBA officials, including deputy  governor Bob Rankin – could be told the company was meeting sales and production targets.
”I believe that the decision by management to produce substrate without an order was  made on the basis that the second production line was operating below capacity,” the AFP  statement says.
The witness statement also reveals that Securency stored the Nigerian substrate in a  facility with poor security, a concern shared by two other Securency employees.
”On several occasions, I raised concerns about what I regarded as the lack of security  at the storage facility where the Nigerian substrate was stored. I also had concerns  about the transporting of the substrate.”
The witness states that dissent was not tolerated at Securency. ”Securency was tightly  controlled by a clique of senior managers. If an employee was outside of this clique and  questioned company practices, he or she would likely be quickly terminated.”
Two other former Securency employees told The Age they had spoken to the federal police  about their concerns that the company had engaged in quasi counterfeiting.
The AFP refused to comment on its inquiry into Securency, which features 20 full-time  officers and spans several continents. It has previously stated it is examining whether  the firm’s executives engaged in foreign bribery by paying multimillion-dollar  commissions to middlemen Securency hired to influence foreign officials to give the firm  banknote contracts.

Saharareporters just learnt that officials of the Economic and Financial Crimes Commission this afternoon arrested immediate past Governor of the Central bank of Nigeria, Charles Soludo in connection with the Australian polymer banknotes bribery scam.

A close relative of Mr. Soludo confirmed to Saharareporters operatives picked up the former CBN governor in Abuja a few hours ago.
 A government source told Saharareporters that Mr. Soludo is facing interrogation by the EFCC at its Abuja office with regards to his role in the bribery of CBN officials by an Australian currency mint company, Securency.
 The source told our reporters about a dozen other CBN former and serving CBN officials have also been apprehended for questioning on the deal.
 EFCC spokesperson could not be reached for confirmation of the arrest.

City fans return Arsenal tickets ahead of Sunday clash

The match, which is also being broadcast live in England, comes in the Category A bracket and is therefore given the highest ticket cost for Arsenal’s Premier League games, with away fans needing to pay 62 pounds for entry.
City were given a 3,000 ticket allocation for the match, but have returned 912, and the club’s supporters have hit out at the growing disconnect between clubs and fans.
The general secretary of the Manchester City Supporters Club, Kevin Parker, told The Guardian: “It’s the most expensive amount I can ever remember paying for a ticket in my life, for a Sunday afternoon game which is live on satellite television.
“And it’s not as if finding a television to watch the game on is difficult nowadays. Even if the game wasn’t live, to charge 62 pounds to watch it is ridiculous, but to charge that amount when people can see it live on TV is crazy.
“It just shows that football clubs are out of touch with reality. If City supporters are travelling on a supporters’ club coach it will cost 30 pounds per person. That’s 92 pounds before they have even done anything; add in a programme, food, drink and you are looking at 125-130 pounds per person.
“There are a combination of things at play here. Some people cannot afford the price, especially as it is just after Christmas, and there are some who just refuse to pay 62 pounds.
“This is also the first time in a long while that I remember City fans saying to me they could pay the money but are refusing to do so.
“That is a brave decision to take. Soon, though, fans will vote more strongly with their feet and clubs like Arsenal will have to decide what to do about ticket prices.”
City have not won a league game at Arsenal in 27 attempts and will attempt to claim three points for the first time since 1975

In its analysis, it said: “The best of the worst, Nigeria ranks 123rd overall on the Legatum Prosperity Index. Decades of corruption have squandered great oil and gas wealth, while new concerns involve sectarian violence.

The former governor of Kogi State, Prince Abubakar Audu was on Thursday declared wanted by The Economic and Financial Crimes Commission (EFCC) for offences bordering on conspiracy, stealing and
misappropriation of public fund.

According to a press statement signed by the EFCC's spokesman, Wilson Uwujaren, the action followed the failure of the suspect to respond to invitation by the anti- graft agency.
The statement said attempt by the EFCC to arrest Mr Audu at his 32, Sulaiman Barau Street, Asokoro, Abuja residence on December 11, 2012 failed as he allegedly evaded arrest.
The former governor is alleged to have fraudulently enriched himself to the tune of over N4 billion while he held sway as governor of Kogi State between 1999 and 2003.
The move to arrest the ex- governor followed a Supreme Court ruling of November 23, 2012, which dismissed the ex-governor's appeal to continue to protract his corruption trial by EFCC.
The Commission implores anyone having useful information about the whereabouts of the suspect to notify its offices in Abuja, Port Harcourt, Lagos, Kano and Enugu or report at the nearest police station.

Nigerian Pastor Brutally Beaten For ‘Fingering’ Woman

A 32-year old Nigerian pastor, Kehinde Boluwaji, has landed himself in trouble for allegedly dipping his fingers and pouring salt inside a woman’s private part under the false pretence of carrying out deliverance on her.
Boluwaji, who hails from Ondo State, Southwest Nigeria, reportedly lied to the victim, 22-year old Busola Adebayo that she was possessed of a strange spirit that will cause her untimely death if she was not delivered.
He also told Busola that the bad dreams she always had will not allow her to get a husband and when she eventually gets married, she will not get pregnant and have children.
He told her the deliverance will start from her private part to other parts of her body.
Boluwaji then invited and locked her in his one room apartment at 7, Arounmalase street, Ijeshatedo, Lagos for ‘prayer and deliverance’.
According to the victim, “he ordered me to remove my dress and pant and sit on a floor and spread my legs wide open while he was busy muttering and pretending he was praying.
“He brought out a white handkerchief and salt and first ordered me to pour it inside my private part and later joined me in doing so. He started fingering me, pretending that he was praying. He used the handkerchief and cleaned it and took it away.”
On why she did not raise an alarm, Busola said she was overwhelmed by the prophecy he told her.
She was later rescued by the victim’s friend who saw her when she entered the pastor’s room and raised an alarm. This forced the pastor to open the door and by then she was still nude.
The neigthbours descended on the pastor and battered him before the police at Ijeshatedo division rescued and took him to the station.
He was charged to a Magistrate’s Court on a two-count charge of conduct likely to cause the breach of public peace contrary to Sections 166 and 348 of the Criminal Code Laws of Lagos State of Nigeria, 2011.
Part of the charge reads: “That you pastor Kehinde Boluwaji on the same date, time and place did conduct yourself in a manner likely to cause breach of public peace by asking the victim to use salt to wash her private part.”
He pleaded not guilty.
The trial magistrate, D. T. Olatokun granted him bail in the sum of N50,000 with two sureties in like sum.
He was remanded in prison custody because nobody showed up to perfect his bail.
The matter was adjourned till 11 Febuary, 2012.

You’re letting me go? Frank Lampard to Manchester United

MANCHESTER UNITED want Frank Lampard and the Chelsea star is ready to move to Old Trafford.
Lampard has been told he is no longer wanted at Stamford Bridge, with his contract set to run out in the summer.
United manager Alex Ferguson is convinced the veteran midfielder, 34, can still do a job at the very highest level.
He is a long-time admirer of the player and tried to get him before he even joined Chelsea.
It is unlikely a deal will be done this month — when a fee would be involved — while Lampard is also keen to see out the rest of the season at Stamford Bridge.
But United are prepared to offer him a one-year deal in the summer, with the promise of a second year if everything goes well.
Contact has already been made from Old Trafford to Lampard’s representatives.
He currently has a number of options including another Premier League club and two abroad.
But United are firm favourites to land him in a deal that would have seemed unthinkable at the start of the season.

In February last year, 2Face may have broken her heart and announced that she has no place in his heart anymore by proposing to Annie Macaulay.
The church choir-mistress has now found love again in her church’s General Overseer (GO), Pastor Adeoye. As we learnt, Pastor Adeoye was married before but his wife reportedly died over a year ago, which now gives Sunmbo the opportunity to become the next ‘mummy GO’.
We now hear that they may marry later this year as preparations are in top gear to make this happy soon.

Press statement from the Minister of Agriculture, D r Akinwumi Adesina My attention has been drawn to the issue of 60 Billion Naira to bespent on phones for farmers, reported in some media sites and papers. The information is absolutely incorrect. My Permanent Secretary was totally misquoted out of context. There is no 60 Billion Naira for phones anywhere. As a responsible Minister, who takes public accountability and probity very seriously, there is absolutely no way in the world that I will even contemplate or approve such an expenditure. All our focus as Government is on creating jobs in Nigeria, not exporting jobs elsewhere

So let me get this straight. The FG have concluded plans to secure 10million phones for 10 million individuals/ ­farmers at a cost of=N=60b? Please, how do I get in touch withwhoever came up with this great idea as I would like clarification on the following simple questions: 1) what is the rationale behind this great and wonderful idea? 1b) was any exercise conducted to determine the number of farmers in Nigeria? If yes, i) where , when and how? ii) what was the coverage? 2) however you made contact with these farmers, did they indicate that their biggest challenge is their inability to secure themselves mobile phones? 3) if these phones are eventually secured and delivered, how will these farmer charge the batteries of their newly acquired mobile phone with regard the widespread erratic power supply in Nigeria? 4) How does the FG intend to justify spending =N=60b on securing mobile phones when Nigeria imports rice, palm oil, tooth pick and other food items from South East Asia when Nigeria is more than capable to feed her citizens and export food items other countries? 5) of what relevance is the procurement of these gadgets to our food security? Let me stop here for now. Ps: maybe the FG should procure Laptops and iPads for native doctors next.

Boko Haram: Obama Urged To Intervene

Christian Association of Nigerian- Americans (CANAN), a United States-based Nigerian group, has urged President Barrack Obama to intervene in what it called “tradition of killing Nigerian Christians on Christmas day” by the Islamic militant sect Boko Haram.
In a recent SOS letter sent to the White House in Washington DC, the group said last year alone Boko Haram killed over 800 Nigerian Christians.  “We had warned that Boko Haram would continue its tradition of killing Nigerian Christians on Christmas day.
Last week marked the third straight year that the terror group has murdered Nigerian Christians in the church on a Christmas day.
“But the problem is worse than that. This year alone Boko Haram has killed almost 800 Nigerians, most of whom are Christians. In the last three years, over 3000 have been sent to tragic deaths. Victims also include people from several other countries.
“The Nigerian President, Dr. Goodluck Jonathan again over the weekend acknowledged his government’s inability so far to quell the Boko Haram attacks. According to the Associated Press, Jonathan’s remarks offer a glimpse into “the worried leader’s mind as his weak government remains unable to stop attacks by the Boko Haram.”
“Our government in Washington DC, especially the White House and the State Department are fully aware of what is going on. But both President Barack Obama and outgoing Secretary of State Hillary Clinton have simply tolerated this impunity by their inaction” part of the SOS letter signed by Pastor Laolu Akande, the Executive Director of the association reads.

Jonathan’s Administration, 2012, 2013 In The Eyes Of Aso Rock

In this report, George Agba presents a review with presidential spokesman, Dr. Reuben Abati of what the President Goodluck Jonathan led administration says was its landmark achievements in 2012 and how its projections for the year 2013 could enhance them.
The year 2012 ended last Monday, but it was year that will not quickly be erased from the memory President Goodluck Jonathan and members of his cabinet. It was the year that Jonathan witnessed what may go for a swift twirl of events in terms of public perception of the man, his style of governance and his level of competence as a leader.
One of the latest in the strings of criticisms that trailed the Jonathan administration was last Sunday’s attack by the Action Congress of Nigeria (ACN), in which the opposition party accused the present government of lies, saying it was overstating its achievements. It also accused President Jonathan’s men of making themselves purveyors of blatant lies for defending a government that swims in corruption. According to a statement by Lai Mohammed, National Publicity of the ACN, government claims of fixing Nigeria’s moribund power sector, unemployment and insecurity among others were tissues of lies.
But when LEADERSHIP accompanied other reporters in Aso Rock presidential villa to engage Special Adviser to the president on Media and Publicity, Dr. Reuben Abati, he came out in his same old way fiercely to defend the administration and the Jonathan presidency.  He contended heavily that since President Jonathan became president, a lot has changed in the country and a lot is still changing.
Asked to be specific about what has been done differently, the presidential spokesman noted that principally, Nigerians have seen a change in style of leadership. He stated: “For many years, even after the military rule and return to democracy in 1999, Nigerians have been used to a dictatorial style of leadership. They have been used to the idea of a leader as a brute. Because of the circumstances that attended President Yar’Adua’s administration, Nigerians didn’t quite have the time, the opportunity to comment on his style. But what you can see is that with President Jonathan, the kind of criticisms that people are putting across, it simply means that Nigerians still have a military hangover. Nigerians are not yet used to the fact that a leader can be made. Nigerians are not yet used to the fact that a leader can respect the rule of law.
“They are not yet used to the fact that a leader can observe and respect due process. Now, under this president, there is a new reacting. The age of impunity in terms of the style of governance ended. We have seen in this country for so many years a situation whereby government goes out of its way to break the law. I once read a book about how government breaks the law. But under President Jonathan, you see the president and his administration respecting the rule of law every step of the way and where I could find this demonstration more graphically I think is in the conduct of elections and bye elections that we have had under President Jonathan.
“Under President Jonathan, free and fair elections have become well established and transparency in elections has become well established. When last did you hear of lorry loads of policemen being sent to any state on the orders from Abuja to go and force the issue in a Particular election? It has not happened under this president. Have you ever heard of President Jonathan sending soldiers to go and remove a governor or to go and sack a State House of Assembly? That has not happened. So, significantly, there has been that change and I think that with time, Nigerians will begin to get used to the reality that when you say you are running a democracy, there are certain principles; there are certain ethics that are foundational and fundamental”.

On the personality of President Jonathan
Asked to describe the character and personality of Mr. President, since he has been with him closely for sometimes now, Abati said, “Humble, hardworking, determined, focused, God fearing, very optimistic, a natural team player and consensus builder and a man who has a lot of faith in God. One thing Nigerians deserve notice and which many Nigerians have commented upon is his humility and his naturalness; a man who occupies a very high position but who still has the common touch. He is in that position as president of Nigeria but he still manages to find time to relate with people in his community and to relate with even old school friends. There are times we have gone to Otuoke, his village and we will be going from one place to the other and he will see somebody, they will speak their language and chat and then he will tell us that “that man was my classmate in the secondary school”.
“Sometimes I will say does this man even realize that he is the president of Nigeria? But that is the kind of person he is; he is very natural. He is a man who has a very clear sense of where he is coming from and the historic responsibility that currently rest on his shoulders. And all he asks for is the understanding of Nigerians to be allowed to focus on the assignment and for people to stop distracting the administration because if there is any challenge Nigeria face, it is just that too many people who are still not convinced that the election ended over one year ago are still doing everything one way or the other to distract the administration. But I can tell you that he remains focused and the assignment Nigerians have given him is an assignment that he takes very seriously”.

On  allegation of being too slow in governance
Some Nigerians, especially in the opposition camp, have considered President Jonathan to be too slow in carrying out his duties. Against this backdrop, Abati said, “When you use the word slow, a lot of people say this in terms of what they consider to be what the government is doing, but I have answered this question again and again. When a government takes power, things do not just happen overnight. There are processes; there are projects that we need to carefully plan because due process would have to be followed. But at the time people were making that point that was early in the life of the administration when people were impatient and they were just looking for all kinds of adjectives with which they could discredit the administration.
“Some of the people behind that propaganda- because that was also propaganda- were trying to change the perception of the public about the capability of the administration. Those people were also doing it for political reasons. But I think that Nigerians are better informed now. I think that the majority of Nigerians have a different opinion now because if you look around in the last one year, so much has changed. And what this president has done is to do everything in terms of the structure and process of government to ensure that democracy is consolidated because for him, that is the basic foundation. In terms of how government impact on society, first there must be transformation at the level of attitude and mentality. That is one major thing that is being done differently and I have not seen anybody who does not agree with this.
“The second major thing that we have seen is that under President Jonathan, this has become a much more open society. The right of the individual to choose, the right of the individual to speak, the right of the individual to express himself or herself has been very well maintained under this administration. Somebody was saying there are some foreigners who come to Nigeria and when they read our newspapers or listen to the media, they wonder what is going on here. Of course they, they do that in terms of comparison with where they are coming from. So, the press in Nigeria is very free. The government allows a free inter-play for Nigerians. You will recall that since 1999 before President Jonathan, that was not always exactly the case. So, how do you now criticize the leader who is allowing free space for expression, who is allowing the flowering of the human spirit and who at the same time is humane in his approach to issues”.

Significant achievements in 2012
On what the administration can boast of as its landmark achievements in 2012 despite the criticisms, the presidential spokesman said, “When the power supply situation improved, it wasn’t government that carried a loud speaker to go and tell people that there has been improvement in power supply. Nigerians themselves started talking about it. And as at this December, close to 5000 mega watts have been generated and anybody who wants to be honest with you will admit that indeed there has been improvement in that area and government should sustain it and government will hear.
“Even the Manufacturers Association of Nigeria held a meeting with the government to say we are thankful that the power situation has improved, but you can still do a lot more to support the real sector. In the last two months, if you look at some of the incentives that have been given to the real sector, these are meant to encourage productivity within the economy. All of that is not a result of slowness. It is a result of deliberate planning and purpose oriented leadership which President Jonathan provides.
“Look at foreign investment. If you look at the report, there was more Foreign Direct Investment (FDI) in flow into Nigeria. There are even plans to bail out the ailing airlines because part of the problems we are having is that there are not too many airlines operating at the moment. It is not just the aviation sector. The railway has been revived; the same railway project that some administration in the past were just toying with. If you have been following twitter very well you see people talking about rail travel. Now, when we were in secondary school or so when we do social studies, we used to draw the railway line. But there was a period in Nigeria that school children did not even know anything about railway stations; that has changed. Under President Jonathan, there has also been a lot of investment in exhibition.
“The Amijiri school concept is to get so many kids in the Northern part of Nigeria off the street and to reduce the number of young kids who are available for recruitment for database purposes. Above all this is a government that listens. When the furor over the deregulation of the downstream sector became an issue, government listened to the people. When there was an outcry over the likely introduction of N5000 notes, government listened to the people. So, I don’t know whether some of the people who are still saying government is weak or slow, maybe they take weakness to mean that the president listens. Maybe what they are saying is that they prefer a quail to a leader who is humane and who is purposeful. If that is what they are asking for that would be unfortunate because once you are elected to run a democracy, you should abide by the principles and ethics”.
“If you look at agriculture; if you look at the entrepreneurship empowerment programme; all these are designed to create jobs, to create opportunities and the change the style of doing things. In this same country, anytime people talked about agriculture, what came to the mind is fertliser scam. The ministry of agriculture specialized in the distribution of fertilizer. But now that has changed; there is nobody to collect rent on fertilizer anymore because under President Jonathan that has been stopped. The agricultural programme of government cannot be a fertiliser scam process. Rather, agric has become real business; it has become one of those key targets for the empowerment of the Nigerian people. And because these changes are happening, a number of persons who feel shot out are likely to become desperate and they are likely to sponsor all kinds of misperceptions against the government.
“If you were making your money from the fertilizer scam and government has changed that, you are not likely to be happy with government. This government has decided that it must focus on service delivery and not rent collection; not the entitlement mentality of old. Now when you want to change the system like that from within, people are bound to resist it out of fear, out of desperation and out of mischief. And the thing to tell Nigerians is that once you have accepted the idea of transformation and you voted for it, then you must be prepared for that transformation and transformation will come with its own cost because it means that certain things just must change.
“A president who preaches transformation, and who is leading a democratic system cannot be the kind of bully that people are saying they want. You can’t say you want a democrat as a leader and at the same time you say you want a leader who can dictate and push people around. You see that this president doesn’t push people around; he respects them and what we are asking for is leaders that are humane, that are God fearing and who we can see a reflection of ourselves and have every reason and every cause to be hopeful and that is what this president represents”.

On level of 2012 Budget implementation and likely areas of improvement in 2013
Abati further scored the implementation of 2012 budget high, assuring that it will be a continuation of what had been done last year at a more advanced level in 2013. He said, “What we have seen demonstrated this year is that in terms of quality, this is a government that is capable, that is determined for formulating policies and seeing those policies through. And you can be sure that in 2013, that is going to continue. The budget for 2013 has as its theme such issues as fiscal consolidation and inclusive growth, which means that most of what has been done this year will be done and a lot more will be done to even make growth more inclusive.
“You talked about budget implementation. People ought to know that budget implementation is a process and that is why some people have been recommending a situation whereby we have budget circus rather than this yearly thing because once you start a procurement process, the procurement process is a process so defined and defined. So, it doesn’t mean that when a ministry is doing fast track for a particular piece of action, it just collect the money and the money is spent like that. No. Processes will be followed. That was the reason why Nigeria has had over the years many abandoned projects and unfulfilled dreams. It is because the processes were not followed and because there was no discipline in budget implementation. Under this president, that discipline is being enforced and that is why this year alone, President Jonathan did something novel in Nigerian history.
“He got the ministers to sign a performance contract. He got the ministers to state their key performance indicators. A ministerial appointment as the president has made clear is not an opportunity for you to come and moonlight. And it is still even continuing. It is one of the first major things that would be concluded in the New Year; taking a look at what has been done; if there are challenges, how can those challenges be addressed. You minister A, how much were you given? This is how much I received; these are the things I said I will do in my performance contract and this is what I have been able to do. These are the challenges I faced. In the coming year, my ministry will do this.
“I don’t think there has ever been anytime in the history of Nigerian government that ministers are subjected to this level of rigours in terms of accountability. And I think that Nigerians should note that because this is one thing that happened this year and it was very well reported in the public domain. It is an innovation that President Jonathan has introduced that should be copied even at other lower levels”.

On policies introduced last year
Abati said the policies that have been introduced this year in terms of taxation, in terms of housing, in terms of job creation and in terms even of the real definition of the foreign policy orientation and processes of the federal government of Nigeria were remarkable. In his words: “If look at what I have said earlier about the aviation sector the whole policy is to transform that sector. Earlier in the year, the president had a seminar on the foreign policy process of Nigeria to strengthen the focus on citizen diplomacy, if I may borrow that term, and on the investment tribe. Now, if you look at all his trips this year, those two issues had been in the front burner and Nigeria now has a more productivity driven foreign policy process.
“Each time the president travels, he is looking for business and investment opportunities for Nigeria and he uses the opportunity of his travels also to engage Nigerians in Diaspora. There is no country that he visited that he didn’t squeeze out time to meet with Nigerians there to know what the issues are. All that came out of the quality reorientation. And you can go like that from one sector to the other: solid minerals, the policy of greater productivity, the petroleum sector, the PIB.
